Chapter One: Introduction
1.1 Background of the Study
Natural disasters, such as floods, droughts, and storms, pose significant challenges to local governments in Nigeria, particularly in regions like Kebbi State, which is prone to extreme weather events (Mohammed & Balarabe, 2024). Birnin Kebbi LGA, as the capital city of Kebbi State, faces a higher level of vulnerability to such disasters, making it essential for the local government to have effective disaster response mechanisms in place. However, local governments often struggle with limited resources, inadequate infrastructure, and insufficient training to effectively manage disaster response and recovery efforts.
This study aims to examine the responses of the Birnin Kebbi LGA to natural disasters, focusing on the effectiveness of disaster preparedness, response strategies, and recovery efforts. The research will assess the capacity of the local government to handle the immediate and long-term consequences of natural disasters and explore the collaboration between various government agencies and non-governmental organizations in disaster management.
1.2 Statement of the Problem
The increasing frequency and intensity of natural disasters in Birnin Kebbi LGA have highlighted gaps in the local government's disaster response capacity. Despite the presence of disaster management policies, the local government faces challenges such as lack of preparedness, inadequate resources, and coordination issues during disaster events. This study will explore these challenges and evaluate the effectiveness of Birnin Kebbi LGA’s response to natural disasters.
